VLC has broad experience in all areas of public transport policy and planning. Studies carried out by VLC have included reviews of infrastructure for, and operations of:

  • buses,
  • trains,
  • light rail services, and
  • taxis

This experience has been gained in major projects in Australia and South East Asia.

Much of VLC’s public transport planning work involves the intelligent use of our public transport modelling capabilities, which aid in the development of pragmatic and intelligent solutions to complex problems. VLC is fortunate to possess a public transport model which predicts public transport usage to unprecedented levels of accuracy. VLC’s public transport models are by far the most advanced, sophisticated and thoroughly tested models of their kind in Australia, and to the best of our knowledge, the world.

Examples of our previous work include:

  • Kuala Lumpur Bus Services Review

    In 1995, VLC were engaged by a large private bus company in Kuala Lumpur to assist with the development of a business plan and bus route network review to enable rapid expansion of the coverage, frequency and quality of bus services. VLC’s work involved route planning, demand forecasting and assessing the patronage and revenue implications of proposed improvements.

  • Brisbane City Council Bus Review

    A similar complete restructure of all of Brisbane's City Council’s bus services and routes has recently been implemented with significant patronage increases at no extra operating cost.

  • Brisbane Line Haul Centres Study

    This study involved the re-design of transit services on Brisbane’s north side to implement line haul operations and to promote the development of selected major retail and commercial centres.

  • Sydney Olympic Public Transport Strategy

    VLC staffs were involved in the development of an overall public transport strategy for the 2000 Olympic Games in Sydney. This formed part of Sydney’s bid to the IOC. VLC has since been involved in the operational planning for the Games including providing advice on the design of transport terminal facilities within the Homebush Bay site.

Management and Operation of Public Transport Systems

The management and operation of transport systems is, in effect, the implementation of policy planning to deliver service to customers, be they passengers or freight consignors. To be successful a public transport service must meet customer requirements, especially:

  • safety,
  • cost,
  • journey time,
  • comfort, and
  • reliability of delivery

The role of management is to ensure that standards and levels of service are maintained at all times through an effective administrative structure. VLC provides advice on effective management and operations systems including:

  • service operations,
  • vehicle maintenance,
  • finance,
  • training, and
  • research and development.

Veitch Lister Consulting is also able to offer a hands-on management service on a limited period contract basis by providing specialists highly experienced in the management and operation of transport systems in various countries, including Asia. This approach achieves early positive results, while at the same time training local personnel. This allows us to hand over a working, well managed system to suitably trained and capable local managers.
