Melbourne City Link Demand and Revenue Estimation

Veitch Lister Consulting was requested at an early stage of the tendering process to not associate with either the Chart or Transurban consortia in order to provide an avenue for independent assessment of the demand and revenue impacts of the City Link project to the Victorian Government via the Melbourne City Link Authority. The analysis involved the use of VLC's proprietary model, Zenith, to determine travel demands on City Link and the revenue likely under different toll regimes. The study also involved modeling and analysis of a large number of complementary rail, light rail and bus projects and associated operating strategies.
