Dandenong Rail Corridor Study
This study was carried out for the Department of Transport (nee Department of Infrastructure) in Victoria.
It principally involved analysis of travel demand in this corridor with particular reference to the implications of third-tracking the existing rail line.
The analysis concentrated on identifying latent demand for rail services in the corridor and identifying shortfalls between that demand and the practical capacity of the existing rail infrastructure to meet that demand.
The pivotal issue in the analysis was, in the absence of third-tracking and therefore the ability to run additional peak rail services, what additional demands would be placed on the adjoining road network and the bus and tram network. This involved development of a methodology to constrain rail demand to the level dictated by capacity and estimating where that excess demand would migrate to.
The results of the analysis formed one of the major inputs to the economic and financial evaluation subsequently carried out by DoT.
